Authorizes the Department of Highway Safety and Motor Vehicles to issue six new special license plate types: Woman Veteran, World War II Veteran, Navy Submariner, Combat Action Ribbon, Air Force Combat Action Medal, and Distinguished Flying Cross

Requires applicants to provide proof of eligibility (discharge papers, military service records, or membership in relevant veteran organizations) and pay standard vehicle license tax fees

Revenue from Woman Veteran license plates must be deposited into the Operations and Maintenance Trust Fund administered by the Department of Veterans' Affairs and used solely for programs benefiting women veterans

Existing license plate revenue continues to allocate the first $100,000 annually to the Grants and Donations Trust Fund, with additional revenue directed to the State Homes for Veterans Trust Fund for construction and maintenance of veteran domiciliary and nursing homes

Takes effect July 1, 2015
