HB 331 - Freight Mobility and Trade Projects

• Amends s. 319.32 to set aside motor vehicle title certificate fees exceeding $200 million annually for freight mobility and trade projects identified in the Freight Mobility and Trade Plan or for navigational channel deepening/maintenance projects approved by the U.S. Army Corps of Engineers.

• Modifies s. 320.08 to dedicate specified portions of motor vehicle license tax fees to freight mobility and trade projects, with amounts ranging from $1-$343 per vehicle depending on vehicle type and gross vehicle weight.

• Applies new fee allocations to heavy trucks, semitrailers, school buses, wreckers, trailers, transporters, and vehicles used for forestry and agricultural purposes.

• Sets caps on total deposits to the State Transportation Trust Fund at $200 million per fiscal year, with excess collections directed to the General Revenue Fund.

• Effective date is July 1, 2015.
