Authorizes counties to provide water supply and sewage disposal services outside municipal boundaries without municipal consent if services are provided outside the municipality boundary and any prior consent agreement has expired.

Prohibits counties from furnishing water or sewage services to properties already receiving such services from a municipality without express municipal consent, except when services are provided outside municipality boundaries with an expired prior consent agreement.

Prohibits municipalities from extending corporate powers into unincorporated county areas without express consent of the county board of commissioners.

Effective date is July 1, 2015.
