Revises the definition of "code enforcement officer" to require meeting training and qualification standards under s. 162.21(2) within 1 year of hire.

Requires code enforcement officers hired on or after October 1, 2015, to successfully complete a nationally recognized 40-hour minimum standards training course covering report writing, legal aspects, property ownership, ethics, communication skills, and code enforcement principles within 1 year of hire and pass an examination to receive certification.

Requires code enforcement officers employed before October 1, 2015, who are not certified to pass a basic skills examination created by the Florida Association of Code Enforcement before October 1, 2016, assessing knowledge of chapter 162 and relevant Florida constitutional provisions.

Mandates code enforcement officers complete 16 hours of postcertification training every 2 years to maintain state certification, covering topics such as legal aspects, administrative aspects, officer safety, or other courses approved by the Florida Association of Code Enforcement.

Takes effect October 1, 2015.
