Florida Public Service Commission prohibited from authorizing advanced cost recovery for more than one power plant by any utility at any one time.

Commission required to conduct quarterly reviews of utilities collecting advanced costs to ensure continued progress toward siting, design, licensing, or construction of the power plant.

Utility must petition commission within 10 years of obtaining nuclear regulatory license or certification to preserve cost recovery opportunity; commission determines if utility intends to build the plant.

If utility lacks intent to build after 10-year deadline or cannot complete construction within 20 years of license/certification, commission must order refund of all previously collected costs to customers.

Act takes effect July 1, 2015.
