Requires amendments to local zoning and subdivision regulations within 1 mile of the Miami-Dade Lake Belt Area to be compatible with limestone mining activities.

Prohibits residential density increases or residential rezonings in specified sections (35, 36, and east half of 24, 25 in Township 53 South, Range 39 East) until there is no active mining within 2 miles of the property.

Reduces per-ton mitigation fees on limerock and sand to 25 cents (January 1, 2016), 15 cents (January 1, 2017), and 5 cents (January 1, 2018 and thereafter), and reduces water treatment plant upgrade fee from 15 cents to 6 cents per ton.

Requires 2 cents per ton (not to exceed $300,000) of water treatment plant upgrade fee proceeds to fund a State Fire Marshal study on ground vibration limits for mining activities and damage claims, with study results due by December 1, 2016.

Mandates Miami-Dade County submit detailed accounting of Lake Belt fees by January 15, 2016, and pathogen data report by January 15, 2017; adds water quality monitoring as an approved use of mitigation fee proceeds.
