Deletes the requirement that governmental entities obtain written parental consent for children under 17 years of age to participate in skateboarding, inline skating, or freestyle bicycling in designated areas.

Requires governmental entities to post rules in designated areas for paintball or mountain and off-road bicycling indicating that parental or legal guardian written consent is required for children under 17 years of age.

Modifies liability protections so governmental entities are not liable for failure to obtain parental consent for skateboarding, inline skating, or freestyle bicycling, but retains consent requirements for paintball and mountain/off-road bicycling.

Requires parents or legal guardians to demonstrate that written consent for mountain or off-road bicycling was provided to the governmental entity before the child enters the designated area.

Takes effect July 1, 2015.
