Establishes hiring requirements and qualifications for inspectors general, including a 4-year degree or 5 years of relevant experience, level 2 background screening, and professional certifications such as certified inspector general or related credentials within one year of appointment.

Requires all state officers, employees, agencies, contractors, and subcontractors to cooperate with inspector general investigations; mandates all contracts, bids, and proposals contain a compliance statement beginning July 1, 2015.

For Governor-appointed inspectors general, restricts removal to the Chief Inspector General for cause only, with 21-day notice to Governor; prohibits inspectors general from holding elective office or political party positions while in office.

Prohibits former or current elected officials from being appointed as inspector general within 5 years after their service ends; allows reappointment of current inspectors general.

Authorizes Chief Inspector General to hire legal counsel and issue subpoenas for Governor-jurisdiction agencies; permits circuit court enforcement of noncompliant subpoenas.

Effective date: July 1, 2015.
