Proposes constitutional amendment to Article III, Section 8 of the Florida State Constitution requiring submission to voters at the next general election or earlier special election.

Requires vetoed general revenue fund appropriations from the general appropriation bill that are not reinstated by two-thirds vote of each legislative house in special session to be transferred to the budget stabilization fund.

Specifies that amounts transferred to the budget stabilization fund from vetoed appropriations shall not count toward the principal balance limitation of that fund.

Establishes a 90-day period following gubernatorial veto for the legislature to be convened in special session to reconsider vetoed specific appropriations.

Authorizes the Governor to veto specific appropriations in general appropriation bills individually, but prohibits veto of qualifications or restrictions without also vetoing the related appropriation.
