Department of Highway Safety and Motor Vehicles shall create a Support Down Syndrome specialty license plate with "Florida" at the top and "Support Down Syndrome" at the bottom.

Annual use fee for the Support Down Syndrome license plate is set at $25.

All license plate use fee revenue shall be distributed to Olivia's Angels Foundation, Inc., to fund its activities, programs, and projects within the state.

Olivia's Angels Foundation, Inc., may retain all revenue until startup costs for developing and establishing the plate are recovered, then may use up to 10 percent of annual revenue for administrative costs and promotion.

Effective date is July 1, 2015.
