Designates counties and municipalities as traffic enforcement agencies and prohibits all traffic enforcement agencies from establishing traffic citation quotas.

Requires state agencies to base disciplinary actions and performance evaluations of law enforcement officers' traffic enforcement activity on written work-performance standards approved by the agency and any collective bargaining unit.

Requires counties or municipalities to submit a report to the Legislative Auditing Committee within 6 months after each fiscal year if traffic citation revenue exceeds 33 percent of their law enforcement operating expenses, detailing total citation revenue and total law enforcement expenses.

Takes effect July 1, 2015.
