Home health agencies must now report only the number of patients receiving services on the day the license renewal application is filed, rather than submitting detailed quarterly reports that previously included data on insulin-dependent diabetic patients, hospice patients, nurse names/license numbers, and total patient counts.

Eliminates the quarterly reporting requirement for home health agencies and the associated penalties of $200 per day (up to $5,000 per quarter) for late submission of those reports.

Creates a new certificate-of-need review exemption for health care facilities or providers whose licenses expired on or after January 1, 2015, due to failure to submit a renewal application, provided they were previously licensed within the past 21 days and have no pending denial or revocation actions.

Exemption applicants must request the same service type, district, service area, site, and number/type of beds as previously licensed, and must agree to the same conditions previously imposed on their certificate of need or prior exemption.

Applicants whose licenses expired between January 1, 2015, and the effective date of the act have 30 days from the act becoming law to apply for the exemption; all other applicants must apply for initial licensure within 21 days of exemption approval or the exemption expires.
