Establishes a new "Safe and Free Florida" specialty license plate with an annual use fee of $25, bearing the words "End Human Trafficking" at the top and "Florida" at the bottom.

Directs the Department of Highway Safety and Motor Vehicles to develop and approve the plate design and colors.

Distributes annual use fees to The f2F Life Project, Inc., which retains all revenue until startup costs are recovered, then may use up to 15 percent for administrative and marketing costs.

Requires The f2F Life Project, Inc., to distribute remaining funds to nongovernmental, not-for-profit agencies in each county that assist sexually abused, exploited, or trafficked victims, with funds designated for material needs, detoxification, prenatal/postnatal care, safe houses, and prevention programs.

Takes effect October 1, 2015.
