Repeals Section 366.93 of Florida Statutes, which allowed utilities to recover advanced costs for siting, design, licensing, and construction of nuclear and integrated gasification combined cycle power plants.

Prohibits utilities from continuing to collect costs previously authorized under the repealed statute, effective immediately upon enactment.

Deletes provisions in Section 403.519 that limited challenges to a utility's right to recover pre-commercial operation costs, removing protections that shielded cost recovery from challenge except for imprudently incurred costs.

Requires pre-commercial operation costs to be recovered pursuant to Chapter 366 of Florida Statutes through standard cost recovery procedures rather than advanced recovery mechanisms.

Takes effect September 1, 2015, except for the immediate prohibition on continued cost collection.
