Requires all private prekindergarten providers and public schools in the Voluntary Prekindergarten Education Program to implement evidence-based preassessment and postassessment approved by the State Board of Education.

Mandates preassessments and postassessments be administered by prekindergarten instructors during the first and last 2 weeks of the school-year or summer prekindergarten program, with assessments measuring early literacy, numeracy, language, and other domains.

Requires assessment tools to be valid, reliable, developmentally appropriate, observation-based, and available in multiple languages, with particular accommodations for English language learners and students with disabilities.

Changes kindergarten readiness rate calculation to include student learning gains measured by value-added assessment comparing preassessment and postassessment results from at least 2 successive years, alongside the percentage of students meeting state readiness measures.

Requires the Office of Early Learning to annually report student growth data and appropriate growth levels to the State Board of Education; effective July 1, 2015.
