Requires the clerk of the value adjustment board and property appraiser to have available and distribute petition forms prescribed by the Department of Revenue.

Authorizes owners of multiple tangible personal property accounts to file a single joint petition with the value adjustment board if the property appraiser determines the accounts are substantially similar in nature.

Requires the property appraiser to include the property record card in the evidence list provided to the petitioner at least 7 days before a value adjustment board hearing, with failure to comply resulting in hearing rescheduling.

Limits filing fees to a single fee per parcel of real property or tangible personal property account regardless of multiple issues or hearings, with joint petitions limited to a maximum $5 fee per parcel or account.

Takes effect July 1, 2015.
