Revives and amends the Solar Energy System Incentives Program within the Department of Agriculture and Consumer Services to provide rebates for solar energy systems purchased and installed between July 1, 2015, and June 30, 2020.

Establishes rebate amounts: $4 per watt for solar photovoltaic systems (maximum $20,000 for residences, $100,000 for businesses and nonprofits); $500 for solar thermal systems for residences or $15 per 1,000 BTU up to $5,000 for commercial facilities; $100 per installation for solar thermal pool heaters.

Requires solar photovoltaic systems to be at least 2 kilowatts and installed by state-licensed electricians, electrical contractors, or solar contractors, and requires solar thermal systems to be installed by state-licensed solar, plumbing, or roofing contractors.

Mandates applications for rebates be filed within 120 days of equipment purchase and include proof of purchase, with rebate availability subject to legislative appropriations.

Reserves the first $50 million in rebate funding for residents with homesteads valued at $300,000 or less and allows unused rebate requests to roll over to the following fiscal year with priority processing.
