Department of Highway Safety and Motor Vehicles shall issue identification cards with a capital "D" designation for persons diagnosed by a licensed physician with a developmental disability as defined in section 393.063.

Issuance requires an additional $10 fee and submission of proof of diagnosis acceptable to the department.

Requests may be made by the person with a developmental disability, or by a parent or guardian on behalf of a child or ward.

Replacement identification cards that include the "D" designation may be issued without payment of the standard replacement fee required under section 322.21(1)(f).

The act becomes effective July 1, 2015.
