Amends Florida Statutes section 553.73 to require amendments and modifications related to state agency regulations be carried forward into each new edition of the Florida Building Code, subject to modification.

Requires wind-resistance design amendments for Miami-Dade and Broward Counties' high-velocity hurricane zones to be carried forward without expiration into subsequent code editions, subject to review or modification.

Requires local government water conservation practice amendments adopted into the Florida Building Code to be carried forward without expiration into subsequent code editions, subject to review or modification.

Establishes that resubmitted amendments must address whether provisions are in the applicable international code, demonstrate Florida's geographic need for strengthened standards, and were not submitted to avoid the code amendment process.

Takes effect July 1, 2015.
