Requires membership associations to file annual reports with the President of the Senate and Speaker of the House by January 1, including organizational details, financial statements, constitutions, bylaws, asset descriptions, officer compensation, benefit packages, lobbying expenditures, and litigation expenses.

Prohibits membership associations from expending public funds on litigation against the state.

Requires membership association dues paid with public funds to be assessed for each elected or appointed public officer, but dues are not paid if the officer elects not to join.

Takes effect upon becoming law.
