• Establishes the "Florida Privacy Protection Act" declaring digital data is constitutionally protected from unreasonable search and seizure

• Prohibits law enforcement from using wall-penetrating radar devices without a warrant based on probable cause; makes unlawfully obtained evidence inadmissible in criminal, civil, and administrative proceedings

• Requires warrant for government searches of portable electronic devices (including cellular phones); prohibits nondisclosure agreements between government entities and equipment vendors and declares existing agreements void

• Mandates communication carriers and electronic communication services report annually to the Department of Law Enforcement on requests for location data, pen registers, and electronic serial number reader information; department must report findings to legislature by March 1

• Prohibits school districts from entering agreements without provisions protecting student data from sale, mining for commercial purposes, or use for targeted advertising; restricts Department of Highway Safety and Motor Vehicles from incorporating RFID tracking devices or collecting biometric data on driver licenses and identification cards
