Expands education and training voucher programs to include local government employees (law enforcement officers, correctional officers, firefighters, and emergency medical technicians/paramedics) alongside state employees at public universities, community colleges, and career centers.

Authorizes state and local government agencies to waive tuition and fees for employees enrolling in up to 6 credit hours of courses per term on a space-available basis at state universities and Florida College System institutions.

Extends tuition and fee waivers to veterans of the United States Armed Forces for up to 6 credit hours of courses per term on a space-available basis.

Requires employees who receive training costing over $1,000 to reimburse their agency up to $1,000 if they voluntarily terminate employment or are discharged for cause within 4 years of completing the training (excludes mandatory agency training).

Takes effect July 1, 2015.
