Creates public records exemptions for audio and video recordings made by law enforcement officers in private residences, hospital/healthcare buildings, and at medical emergency scenes.

Exempts recordings of minors younger than 18 years of age made while inside schools or on school property, and recordings of minors younger than 14 years of age made at any location.

All new exemptions are subject to the Open Government Sunset Review Act and automatically repeal on October 2, 2020, unless reenacted by the Legislature.

Updates cross-references in sections 92.56, 119.011, 119.0714, 784.046, 794.024, and 794.03 to conform with the new exemption provisions.

Takes effect July 1, 2015; Legislature finds privacy protection necessary to prevent chilling effect on individuals' willingness to cooperate with law enforcement.
