Department of Highway Safety and Motor Vehicles shall develop a "Support Our Constitution" specialty license plate with "Florida" at the top and "Support Our Constitution" at the bottom.

Annual use fee of $25 shall be collected from purchasers of the Support Our Constitution license plate.

All annual use fees shall be distributed to The Constitution Foundation, Inc., which may retain all proceeds until startup costs for developing and issuing the plates are recovered.

After startup cost recovery, The Constitution Foundation, Inc. may use proceeds with a maximum of 15 percent for administrative costs, maximum of 10 percent for promotion and marketing, and the remainder for the foundation's activities, programs, and projects.

Effective date is October 1, 2015.
