Expands the definition of "licensed practitioner" in Florida law to include consultant pharmacists and doctors of pharmacy licensed under chapter 465, in addition to physicians, optometrists, dentists, nurses, and other licensed healthcare providers.

Requires clinical laboratories to make their services available to consultant pharmacists and doctors of pharmacy for specimen examination if the specimen and test type are within the laboratory's capabilities.

Prohibits clinical laboratories from charging different prices for services based on which chapter of Florida law a practitioner is licensed under, ensuring uniform pricing regardless of practitioner type.

Allows clinical laboratories to refuse specimens only based on a history of nonpayment for services by the practitioner, removing pricing as a basis for refusal.

Takes effect upon becoming law.
