Creates a joint local and state dental care access account initiative to support qualified dentists practicing in dental health professional shortage areas or medically underserved areas, subject to legislative funding appropriations.

Establishes individual benefit accounts for eligible dentists with state awards ranging from $10,000 to $100,000, provided the state award does not exceed 3 times the amount contributed locally in the same year.

Permits account funds to be used for dental school loan repayment, property and equipment investments for establishing a dental office with at least two operatories, and department-approved relocation or opening expenses.

Requires account closure no later than 5 years after initial deposit or immediately upon events including employment termination, practice relocation outside designated areas, loss of Medicaid provider status, or fraudulent activity; dentists who improperly withdraw funds must repay them.

Requires the Department of Health to implement an electronic benefit transfer system, establish application procedures prioritizing high-need areas, develop a marketing plan with dental colleges and the Florida Dental Association, and submit annual reports beginning January 1, 2017 tracking patients served, Medicaid recipients, dentist distribution, and fund usage.
