CS/CS/HB 665 - Maximum Class Size

• Deletes provision exempting public schools of choice from maximum class size requirements, making all schools subject to compliance calculations at the school average level.

• Establishes that charter schools and district innovation schools of technology must comply with maximum class size requirements, calculated at the school average rather than individual classroom basis.

• Modifies funding penalty calculation for noncompliant districts by reducing the class size categorical allocation based on FTE students exceeding maximums, calculated at school average level.

• Requires noncompliant school districts to submit a compliance plan by February 1 to the commissioner, post it on the district website, and provide it to the school advisory council of each noncompliant school; authorizes noncompliant schools to post the plan on their websites.

• Districts that retain calculated reduction amounts must expend funds in noncompliant schools to achieve compliance with class size requirements; allows remaining funds to be added back if certified plan is submitted by deadline.

• Takes effect July 1, 2015.
