Department of Highway Safety and Motor Vehicles shall develop a Sun Sea Smiles specialty license plate with "Florida" at the top and "Sun Sea Smiles" at the bottom.

Annual use fee of $25 shall be collected for the Sun Sea Smiles license plate.

Department retains all annual use fees until startup costs are recovered; thereafter fees are distributed to seven charitable organizations focused on Caribbean and Haitian community development.

Revenue distribution: 5% to Florida Caribbean Charitable Foundation for marketing; 30% to Florida Caribbean Charitable Foundation for scholarships and cultural promotion; 20% to American Friends of Jamaica; 10% each to Haitian Neighborhood Center Sant La and Fanm Ayisyen Nan Miyami; 20% to Greater Caribbean American Cultural Coalition; 5% to Little Haiti Optimist Foundation.

Effective date is October 1, 2015.
