Amends chapter 2003-309, Laws of Florida to define "enclave" as lands owned by the Sarasota-Manatee Airport Authority in unincorporated Manatee County that are outside the Cedar Hammock Fire Control District and Southern Manatee Fire and Rescue District boundaries.

Grants the airport authority power to enforce the Florida Fire Prevention Code within the airport enclave, including reading, interpreting, and enforcing federal, state, and county fire prevention and life safety codes.

Authorizes the authority to conduct building and facilities inspections, investigate code violations, issue permits for activities such as welding and burning, and perform annual inspections of hangars and buildings.

Empowers the authority to review and approve building and construction plans and maintain enforcement of Federal Aviation Regulations where applicable.

Becomes effective upon becoming law.
