Renames the James Patrick Memorial Work Incentive Personal Attendant Services Program to the James Patrick Memorial Work Incentive Personal Attendant Services and Employment Assistance Program and expands its scope to include employment assistance services.

Requires the Florida Association of Centers for Independent Living to maintain an agreement with the Florida Endowment Foundation for Vocational Rehabilitation to administer the program and receive 12 percent of participant funds deposited pursuant to sections 320.08068(4)(d) and 413.4021(1).

Revises eligibility requirements to allow needs assessment by the Florida Association of Centers for Independent Living as an alternative to physician evaluation and clarifies requirements for personal care attendant services to support employment.

Replaces the existing oversight group with an advisory committee established to make recommendations on policy and procedure development, requiring representation from multiple state agencies and requiring the association chair to appoint a program participant member.

Amends section 320.08068 to update the motorcycle specialty license plate funding reference to name the program as the James Patrick Memorial Work Incentive Personal Care Attendant Services and Employment Assistance Program, with 20 percent of proceeds directed to support the program.
