Permits kiteboarding and kitesurfing in the park's submerged lands and covering waters, including Fort George Inlet and Atlantic Ocean waters extending 3 nautical miles seaward from the mean high water mark

Excludes the St. Johns River lying south of Huguenot Memorial Park from the permitted activity area

Defines the park boundaries through detailed legal descriptions referencing specific sections, townships, ranges, deed books, and government lots in Duval County

Becomes effective upon passage into law
