CS/HB 733 Summary - Petroleum Restoration Program

• Renames the "low-score site initiative" to the "low-risk site initiative" for petroleum site cleanup under the Inland Protection Trust Fund.

• Requires responsible parties to provide evidence of property owner authorization before conducting site rehabilitation work.

• Increases the cost threshold for low-risk site assessments and limited remediation from $30,000 to match the threshold amount in s. 287.017 for CATEGORY TWO, and extends the completion period from 6 to 9 months with an additional 6-month extension possible for groundwater monitoring.

• Increases the annual funding cap for the low-risk site initiative from $10 million to $15 million and establishes specific "No Further Action" conditions based on contamination levels, groundwater plume status, and soil cleanup targets.

• Modifies the advanced cleanup program by reducing the site eligibility requirement from 20 sites to 10 sites and increasing the annual advanced cleanup contract cap from $15 million to $25 million; takes effect July 1, 2015.
