Establishes that a parent's liberty to direct the upbringing, education, and care of their child is a fundamental right under Florida law

Prohibits the state and political subdivisions from infringing on parental rights unless the government demonstrates its interest is of the highest order and cannot be served any other way

Applies the parental rights protection to any state general or local law or ordinance, whether adopted before or after the bill's effective date

Requires that any subsequent law seeking to supersede these parental rights must do so by express reference to this statute

Takes effect July 1, 2015
