Prohibits the Florida Department of Education and district school boards from entering agreements with federal agencies or private entities that cede or limit state or district control over academic content standards and corresponding assessments, including funding agreements.

Requires amendment or termination of any agreements, memoranda, or contracts entered before the effective date that would be prohibited under the new restrictions.

Suspends effective July 1, 2015 the statewide assessment program, school grading system, and personnel evaluation system until new academic content standards are adopted and corresponding assessments are developed.

Takes effect July 1, 2015.
