Urges the President of the United States to limit diplomatic engagement with Cuba to measures specifically designed to strengthen civil society in Cuba.

Opposes the opening of a Cuban consulate or other Cuban government diplomatic office in Miami-Dade County.

Requests the President coordinate with state and local governments when negotiating repatriation or migration agreements to minimize hardships on families and communities.

Requests the President take action to disrupt criminal pipelines enabled by current U.S. policy regarding Cuba, including review of policies exploited by drug trafficking and fraudulent schemes.

Requires copies of the memorial be sent to the President, Senate President, House Speaker, and Florida's congressional delegation.
