Department of Children and Families shall amend the Temporary Assistance for Needy Families State Plan to permit use of funds for purchase of disposable diapers by parents receiving assistance through the plan.

Disposable diapers may be purchased subject to availability of moneys and limitations established by the General Appropriations Act.

Amendment must comply with section 402 of the Social Security Act, 42 U.S.C. section 602, and federal law requirements.

Legislation aims to enable low-income parents with children in diapers to return to work and access subsidized child care by removing obstacles to obtaining diapers.

Effective date is July 1, 2015.
