• Amends section 1001.61, Florida Statutes, regarding Florida College System institution boards of trustees membership and appointment procedures.

• Deletes the requirement that Florida State College at Jacksonville must have an odd number of trustees, allowing it to follow the same membership structure as other Florida College System institutions.

• Establishes that trustees shall be appointed by the Governor to staggered 4-year terms, subject to Senate confirmation in regular session.
