Creates the ESOL Graduation Transition Program within the Department of Education to help students with language barriers transition from high school to college.

Establishes eligibility requirements: students must have enrolled in a Florida public high school at age 15 or older, be 19 years of age or older, be currently enrolled in a public high school, be unable to pass the Florida Standards assessment or required high school courses, and be qualified for an ESOL program.

Allows eligible students to enroll in remedial classes at Florida College System institutions while working toward high school graduation requirements.

Permits qualified students to participate in dual enrollment programs and take a limited number of courses for college credit while attending remedial classes.

Requires students in the program to continue taking English classes to improve English language proficiency throughout their enrollment.
