Amends the definition of "public utility" in section 366.02, Florida Statutes to include entities created under the Florida Interlocal Cooperation Act of 1969 that supply electricity to member municipalities.

Entities created under the Florida Interlocal Cooperation Act of 1969 that supply electricity to their member municipalities are now subject to public utility regulation.

Maintains existing exclusions from the "public utility" definition, including rural electric cooperatives, municipalities, special natural gas districts, and certain gas suppliers.

Takes effect July 1, 2015.
