OPPAGA shall conduct a comparative rate analysis examining average rates, charges, and expenses imposed by electric utilities for each customer class, including power generation and distribution costs.

Data must be summarized separately for investor-owned utilities, municipal utilities, and electric cooperatives, with disaggregated identification of taxes, fees, franchise expenses, and state/regional/local government fees associated with power generation.

OPPAGA shall compare Florida's electric rates against average rates and charges of other southeastern United States states.

The Office of the Public Counsel and Florida Public Service Commission shall provide assistance to OPPAGA in obtaining required information upon request.

OPPAGA must submit the completed report to the President of the Senate, Speaker of the House, and relevant legislative committees by December 1, 2015.
