Exempts persons who sell, transfer, or arrange transfer of recycled and recovered materials from liability for hazardous substance releases from receiving facilities, provided they exercise reasonable care and the arrangement is legitimately expected.

Defines "recycled and recovered materials" as scrap paper, plastic, glass, textiles, rubber (excluding whole tires), metal, and spent lead-acid or nickel-cadmium batteries, including minor incident material but excluding hazardous waste.

Relief from liability does not apply if the person fails to exercise reasonable care in managing the materials or if the recycling arrangement was not reasonably expected to be legitimate based on available information.

Applies to causes of action accruing on or after July 1, 2015, and retroactively to pre-July 1, 2015 causes of action for which no lawsuit has been filed.

Takes effect July 1, 2015.
