• Authorizes electronic transmission of meeting notices for condominiums, cooperatives, and homeowners' associations without requiring bylaw authorization, if members consent in writing.

• Creates new online voting systems for all three types of residential associations (condominiums, cooperatives, homeowners' associations), allowing members to vote electronically if they provide written consent and the board adopts an authorizing resolution.

• Members voting electronically are counted toward quorum determination, but substantive votes may only occur on specifically identified issues when quorum is based on electronic voters.

• Modifies suspension of voting rights for delinquent members: suspended voting interests no longer count toward total voting interests when calculating quorum, election requirements, and action approvals.

• Extends the deadline for bulk assignee/bulk buyer classification from July 1, 2016 to July 1, 2018 for condominium parcels acquired between July 1, 2010 and the new deadline.
