Requires municipalities, counties, regional entities, and other taxing authorities to disclose specified information on their official websites before enacting new or increased taxes, fees, or surcharges related to bonds or debt.

Required disclosures must include the debt term, interest rate, total amount of funds borrowed, and duration of the debt.

New or increased taxes, fees, or surcharges can only become effective upon affirmative vote of at least 60 percent of qualified electors participating in a referendum.

Effective date is July 1, 2015.
