Creates section 316.680 establishing regulatory framework for transportation network companies (TNCs) operating in Florida, requiring annual $5,000 permit and agent for service of process designation.

Requires TNCs to disclose fare calculation methods, display driver photos and license plates before pickup, provide electronic receipts with trip details, and prohibit cash payments from passengers.

Mandates automobile liability insurance with coverage of $50,000/$100,000/$25,000 while driver is logged in and available, and $1 million coverage while actively providing service, effective March 1, 2016.

Classifies TNC drivers as independent contractors if company does not prescribe hours, restrict other employment, assign territories, or impose service restrictions, and requires written agreement between company and driver.

Establishes driver qualification requirements including level 2 background screening every 2 years, prohibition on drivers with more than three moving violations in 3 years or conviction for DUI/fraud/sexual offenses in past 7 years, and zero tolerance policy for drug and alcohol use.
