Requires lessors of motor vehicles leased for 1 year or longer to ensure lessees obtain liability insurance with minimum limits of $100,000 per person/$300,000 per incident for bodily injury and $50,000 for property damage, or $500,000 combined, and removes lessor liability for vehicle operation when these requirements are met.

Establishes liability limits for lessors renting/leasing vehicles for less than 1 year to nonresidents at $100,000 per person/$300,000 per incident for bodily injury and $50,000 for property damage, with lessor liable for additional economic damages up to $500,000 if lessee is uninsured or underinsured.

Limits liability of natural person vehicle owners who loan vehicles to permissive users to $100,000 per person/$300,000 per incident for bodily injury and $50,000 for property damage, plus up to $500,000 in additional economic damages if permissive user is uninsured or underinsured.

Exempts commercial vehicle owners and rental companies from the financial responsibility limits when vehicles are used in their ordinary course of business.

Exempts commercial motor vehicles transporting hazardous materials from liability limits unless lessee provides written certification the vehicle will not transport hazardous materials or carries $5,000,000 in combined liability insurance.

Takes effect July 1, 2015.
