• Creates the Florida Historic Capitol Museum Council with 13 members including legislative leadership, appointed legislators, and public representatives with expertise in history, education, or historic preservation.

• Renames the "Capitol Curator" position to "Florida Historic Capitol Museum Director" and updates related governance structures and responsibilities.

• Removes provisions authorizing a citizen support organization for the Legislative Research Center and Museum, replacing it with a direct-support organization governed by a board of directors with up to 12 additional members.

• Redirects $450 of the $500 one-time fee from special license plates for former federal and state legislators to the Florida Historic Capitol Museum's direct-support organization (previously went to a citizen support organization).

• Takes effect July 1, 2015, and allows council member reimbursement for travel expenses and per diem to be paid by the direct-support organization.
