Amends Florida Statute 893.145 to classify nicotine-dispensing devices as defined in section 877.112 as drug paraphernalia when used, intended for use, or designed for use in ingesting, inhaling, or otherwise introducing controlled substances into the human body.

Designates nicotine-dispensing devices as contraband subject to civil forfeiture under Florida law.

Amends section 893.147 to make it unlawful for a person to knowingly and willfully sell or offer for sale at retail any drug paraphernalia including nicotine-dispensing devices, except for pipes primarily made of briar, meerschaum, clay, or corn cob.

Reenacts section 893.12(2)(a) to incorporate the amendment regarding nicotine-dispensing devices into the contraband seizure, forfeiture, and sale provisions.

Effective date is October 1, 2015.
