Amends Section 14 of chapter 63-1598, Laws of Florida, relating to Manatee County's utility system collection procedures and lien authority.

Establishes that unpaid fees, rentals, rates, or charges for utility services and facilities constitute a lien on any parcel or property affected by those services.

Allows liens to be enforced using the same procedures as county water and sewer district liens under Florida Statutes section 153.67, but prohibits a utility lien from serving as the sole basis for initiating foreclosure.

Establishes that utility liens rank equally with state, county, district, and municipal tax liens and are superior to all other liens, titles, and claims until paid.

Takes effect upon becoming law.
