Department of Education shall annually develop and publish numerical rankings of all public schools beginning with the 2016-2017 school year based on points earned under the school grading system.

Department of Education shall provide at least $1 million in liability insurance for instructional personnel and must notify all instructional personnel of this coverage by August 1 each year.

Schools ranked in the top 25 percent may hire individuals without professional or temporary teaching certificates to teach academic courses if they are experts in the field, beginning with the 2016-2017 school year.

Non-certified individuals hired under the exemption must submit to and pass background screening and fingerprinting requirements.

State Board of Education shall define "expert in the field" by rule; act takes effect July 1, 2015.
