Merges Big Corkscrew Island Fire Control and Rescue District and North Naples Fire Control and Rescue District into a single independent special district called North Collier Fire Control and Rescue District, effective January 1, 2015, as approved by referendum on November 4, 2014

Establishes a five-member governing board elected in nonpartisan elections with specific residency requirements for two seats initially tied to the component service delivery areas, transitioning to five at-large seats by 2020

Authorizes up to 1 mill ad valorem tax levy in North Naples Service Delivery Area and up to 3.75 mills in Big Corkscrew Island Service Delivery Area, with separate budgets and cost allocation methodology maintained until unified millage rate is established

Grants district authority to establish and operate fire and rescue services, including emergency medical response, hire personnel, inspect properties for fire hazards, borrow funds, issue bonds, and charge impact fees for capital improvements

Repeals three prior special acts governing the merged districts and takes effect upon becoming law
